Aiptek IS-DV mounted on the side od a Aerobird Extreme R/C plane

This thing can’t playback Mpeg-4 video from a Samsung HMX10C Camcorder smoothly, what seems to be the problem?

Looking at $200 or less.
Needs at least 640X480 resolution and 20 minutes of recording time. Are there Canon “still digital cameras” that do this?
I’ve seen the AIPTEK brand, but thought maybe there’s a camera or other known brand DVR that would do better.
I’d like it to be easily transferable to PC (via USB I guess) and editable on the PC.

On the website that i got at www.aiptek.com it says that it also works as a mp3, webcam I just want to now how to make it work. (I through the box away)

Does anybody know anything about this particular camera? Is it worth $70.00.
and, how much time does it actually record?
